Regenerate configure.

More pulling at the autoconf rope.   Tree builds on  OS X and Linux with
or without expat and with our without libusb.   But things are still very
klunky.

Allow xmlgeneric to build w/o libexpat.

rename tomiles to radtomiles to better reflect its function

fix rounding error + atan(0,0) instability

Pick up some stray feet/meter conversion.  Regenerate dusky since it's provably correct.

Replace open-coded constants on meter/feet conversions.
